On Tuesday, the Revenue Purpose Statement on the ballot for Glenwood CSD fell a little short of being approved by voters. We know this result is not a reflection of the support of our community for our schools. Rather, the RPS renewal simply was not a good fit at this time. The Board of Education and administration will look for alternative solutions to address our facility needs, and we will seek the community’s input and engagement as we move forward with this process. Thank you for your consideration of the measure on the ballot.

The Glenwood Community School District receives more than $2.5 million annually in statewide one-cent sales tax funds (SAVE) to support facility improvements and other projects. On Tuesday, March 5, our community will consider renewing the Revenue Purpose Statement to allow the district to leverage future SAVE dollars to support programs like Kids Place, THRIVE, and more. We have received several questions about the vote to renew the Revenue Purpose Statement on March 5. Below is an example. You can also find the answers to FAQs at https://www.glenwoodrps.org/. Q: What happens to SAVE funds if the RPS extension is not renewed? If the RPS is not renewed on March 5, GCSD will most likely close Kids Place and THRIVE when the district moves away from the GRC campus due to its inadequate infrastructure and facilities. However, if the RPS is not renewed before 2031 and our bonded indebtedness goes beyond 2031, every penny of SAVE funding GCSD receives would be diverted to pay off the bonded indebtedness and not be available for facility repairs such as roofs, carpet, windows, lighting, painting, or for technological projects like safety and security, computers for students, access points, servers, software licenses. Instead, these expenses would compete for general fund dollars, where 80% of that fund is dedicated to staff salaries and benefits, and the other 20% is money that supports programming for students. Last fall, 35 Iowa school districts had an RPS up for renewal votes. All 35 passed with the overwhelming support of 70-90% in favor. Of those districts, 19 have bonded indebtedness.
